In this article, the author examines the FIMA's requirement that retirement funds submit audited annual financial statements (AFS) within three months of the financial year-end. While the objective of providing regulators with more timely information is understandable, the article questions whether a compressed audit deadline is the most effective means of achieving this goal.

The article highlights several practical challenges. Pension fund year-end reporting depends on post-year-end information, such as contribution schedules, member movements, actuarial interest allocations, and final reconciliations. As a result, the audit process often cannot begin in earnest until several weeks after year-end. Shorter deadlines may therefore increase costs, require greater reliance on estimates and assumptions, place pressure on trustees' approval processes and create capacity constraints for auditors and administrators.

Particular concern is raised about the concentration of audit work across the broader FIMA-regulated financial sector, which could result in bottlenecks, delayed sign-offs and higher audit fees. The article also notes that Namibia's proposed three-month deadline would be significantly shorter than South Africa's current six-month requirement for retirement funds.

The article suggests that the regulator's objectives might be achieved more effectively through enhanced quarterly reporting, risk-based reporting deadlines, staggered submission dates or the earlier submission of management accounts followed by audited financial statements at a later stage.

Conclusion: While a three-month deadline may be achievable, the real policy question is whether it delivers better supervision than alternative approaches that provide regulators with timely risk information without increasing costs, complexity, and operational pressure on funds, trustees, administrators and auditors.
